гос. фин. правило сбалансированного бюджета* (правило, согласно которому государственный бюджет должен строиться таким образом, чтобы в каждом бюджетном периоде расходы равнялись доходам; необходимость применения правила обосновывается тем, что увеличение расходов и формирование дефицита, финансируемого за счет внутренних и внешних заимствований, не отвечает требованиям справедливости, так как тяжесть этих заимствований будет перенесена на последующие поколения, которые не получают прямой выгоды от текущего увеличения государственных расходов)
